在18年11月CATTI二笔第一篇汉译英中有这段：

网民来自老百姓，老百姓上了网，民意也就上了网。各级党政机关和领导干部要学会通过网络与民众保持联系，经常上网，看看、聊聊天、发发声，了解公众所思所愿，收集好想法好建议，积极回应网民关切、解疑释惑。

我们可以看到，这段里面有“老百姓”和“民众”需要翻译，大家觉得该怎么翻译呢？今天我就在公众号“高斋CATTI”上带大家看看这个如何翻译。

老百姓通过互联网更容易表达他自己的意愿……

在CATTI冲刺班里面，有学员翻译为了the masses，大家觉得对吗？

好，我们看看官方译文吧：

Netizens are members of the general public. If members of the public go online,so does public opinion. Party and government organs and their leaders must learn to stay in touch with the people through the internet. They should go online regularly, observing, chatting and posting their comments. They need to know what the people think and want, gather good ideas and suggestions, and actively respond to their concerns, answer their queries and remove their doubts.

1. 很明显，官方译文没有使用the masses，而使用了ordinary people，the people，the general public，the public，members of the public。

虽然词典里面the masses也有表示民众的例句，但是对这个的使用有争议，有些人认为the masses暗含了没有组织性，不够团结之类的意思。

the people其实就是the Chinese people，即中国人民。

2. 在提到“中国人民”的时候，需要加the；

其实在提到一个国家的“人民”或“经济”的时候，是特指，需要加the，如美国人民the American people，中美人民the Chinese and American peoples，还比如19年政府工作报告中这句：

经过全国上下共同努力，我国经济发展在高基数上总体平稳、稳中有进，社会大局保持稳定。

With the concerted efforts of the whole country, the Chinese economy, from a larger base, achieved generally stable growth while making further progress.

但是在表示“中国人”的时候，也就是不强调“人民”的时候，而是泛指中国人的时候，直接使用Chinese people. 不过也没这么死板，也可以使用The Chinese people。

最后顺便跟大家说说加不加the的问题，在CATTI冲刺班有学员问Chinese culture和Chinese civilization为什么不加the呢？

在报告里面，确实多见直接使用Chinese culture和Chinese civilization，不加the。我觉得，这可能是因为culture和civilization与the Chinese economy和The Chinese people不一样，后两个强调是一个整体，而前两个更多是文化有多样性吧。

不过也有加the的情况：

如果Chinese culture和Chinese civilization前面有形容词，一般加the，如the splendid Chinese culture。

如果从世界的角度上来说的话，和世界区分，特指是中国的，一般加the，如词典例句：

The Chinese civilization is one of the oldest in the world.

中国文化是世界上最古老的文化之一。

看了这么多，是不是头有点大！其实还好，见多了就自然会用了。
