值此上海市举办中美乒乓外交50周年纪念活动之际，我谨致以热烈祝贺。

I’d like to begin by extending the warmest congratulations on the Shanghai commemoration of the 50th anniversary of China-US Ping Pong Diplomacy.

50年前的乒乓外交，在中美关系史上具有特殊意义。它创造性地为隔绝数十年的两国人民开辟了独特的交往方式，向两国和世界发出了中美改善关系的信号，由此揭开了尼克松总统访华直至中美建交一系列重大事件的序幕。回顾往昔，我们要向中美老一辈领导人的非凡战略远见和高超外交艺术致敬，也要向所有参与这段历史的人们表达由衷感谢。

The Ping Pong Diplomacy of 50 years ago is of special significance in the history of China-US relations. It opened up a creative and unique way of communication between the two peoples, who had been separated for decades, and sent a signal to both countries and the world that China and the United States would improve their relations, thus ushering in a series of major events from President Nixon’s visit to China to the establishment of China-US diplomatic relations. Looking back, we must pay tribute to the elder generation of Chinese and American leaders for their extraordinary strategic foresight and high art of diplomacy, and express our heartfelt gratitude to all those who participated in this part of history.

人们用“小球转动大球”形容中美乒乓外交。的确，这件事超越了体育交流，对塑造中美关系乃至世界格局产生了深远影响，给我们深刻的启示：

People use the phrase “the little ball moves the big ball” to describe China-US Ping Pong Diplomacy. Indeed, this event went beyond sport exchanges and had a far-reaching impact on shaping the China-US relations and the world landscape, giving us profound insights.

第一，中美可以也必须跨越分歧，寻求合作共赢的相处之道。50年前，中美两国之间的不同远超现在，但双方从两国人民的根本福祉和共同期盼出发，尊重彼此差异，开启合作进程，用事实证明了不同社会制度的两个大国完全能够和平共处、互利合作。正如尼克松总统1972年访华时表示，“尽管存在分歧，我们还是能够找到共同的立场，来建立一个双方都可以在各自道路上按照各自的方式去安全发展的世界构架。”

First, China and the US can and must transcend their differences and find a way to win-win cooperation. Fifty years ago, the differences between us were far greater than they are today. But the two sides, bearing in mind the fundamental well-being and common aspirations of the people, showed respect for their differences, and started a process of cooperation. This has proved that two major nations with different social systems were fully capable of achieving peaceful coexistence and mutually beneficial cooperation. As President Nixon said during his 1972 visit to China, the US and China “can find common ground, despite our differences, to build a world structure in which both can be safe to develop in our own ways on our own roads.”

今天，中美关系正面临何去何从的关键选择，双方更应继承和发扬乒乓外交所承载的相互尊重、求同存异精神，以习近平主席和拜登总统通话精神为指引，牢牢把握两国关系正确方向，客观看待彼此战略意图，使合作成为中美共同的选项，确保两国关系行稳致远。

Today, the China-US relationship faces a critical choice as to its future path. The two sides should inherit and carry forward the spirit of Ping Pong Diplomacy featuring mutual respect and seeking common ground while reserving differences, follow the guidance of the phone call between President Xi Jinping and President Joe Biden, firmly stay in the right direction of the bilateral relations, objectively view each other’s strategic intentions, and make cooperation a common choice for China and the United States, so as to ensure the sustained and steady progress of our relations.

第二，中美两国都肩负着维护世界和平、稳定与繁荣的共同责任。乒乓外交转动了大球，中美关系正常化超越双边范畴，深刻改变亚太乃至全球战略格局，推动全球化向纵深发展，为两国和世界人民带来了巨大福祉。正如习近平主席与拜登总统通话时指出，中美合作可以办成许多有利于两国和世界的大事，中美对抗对两国和世界肯定是一场灾难。

Second, China and the United States share the common responsibility of maintaining world peace, stability and prosperity. Ping Pong Diplomacy moved the big ball, and the normalization of China-US relations has not only affected our two countries, but profoundly changed the Asia-Pacific and even global strategic landscape, deepened globalization, and delivered enormous benefits to the people of both countries and the entire world. As President Xi pointed out when he spoke with President Biden, China and the US can accomplish many great things through cooperation for the benefit of both countries and the world, and confrontation between us would certainly be a disaster for both and the world.

当前,世纪疫情和百年变局交织叠加,传统安全和非传统安全威胁层出不穷。面对各种全球性挑战，中美可以合作、应该合作的领域不是减少了，而是增多了；推动大球转动的原动力不是减弱了，而是更强了。两国要加强在应对疫情、气候变化、经济复苏等问题上的协调合作，为世界提供更多公共产品，推动全球化朝着更加开放、包容、平衡、普惠和共赢的方向发展。

At present, the pandemic and the great changes unseen in a century are intertwined, and traditional and non-traditional security threats have emerged one after another. In the face of varied global challenges, China and the United States can and should cooperate in more rather than less areas, and the fundamental force that moves the big ball is not weakened, but grows stronger. The two countries should strengthen coordination and collaboration on issues such as COVID-19 response, climate change and economic recovery, provide more public goods to the world, and make globalization more open, inclusive, balanced, and beneficial to all.

第三，人文交流始终是中美关系的动力源和润滑剂。长期以来，两国人员往来不断，在体育、教育、科技、文化等领域交流合作频繁。乒乓球运动也在美国越来越受欢迎，成为中美友好交往的象征之一。遗憾的是，美方一些人执迷意识形态偏见和零和思维，不断给两国人文交流设限，这不符合两国人民的愿望和共同利益。希望美方尽快搬掉阻碍两国人文交流的绊脚石，恢复双方人文领域正常交流合作，鼓励更多人参与到中美友好事业中来，与中方共同厚植两国友谊与合作的基础。

Third, people-to-people exchanges have always been an engine and lubricant of China-US relations. For a long time, the two countries have maintained frequent personnel exchanges and booming cooperation in sports, education, science and technology, culture and other fields. Table tennis has also seen growing popularity in the United States, becoming one of the symbols of China-US friendship. Regrettably, some on the US side, obsessed with ideological bias and zero-sum thinking, keep creating obstacles for our people-to-people exchanges. This is against the aspirations and common interests of the two peoples. We hope the US side will remove the stumbling stones as soon as possible, resume regular people-to-people exchanges and cooperation, encourage more people to get involved in the cause of China-US friendship, and work with the Chinese side to strengthen the foundation of friendship and cooperation between our two countries.

今年是中国共产党建党100周年，也是中国“十四五”规划开局和全面建设社会主义现代化国家新征程开启之年。人民对美好生活的向往始终是我们不懈奋斗的目标。同包括美国人民在内的各国人民携手共建人类命运共同体，是我们不变的向往。中方愿同美方秉持尊重、友好、共赢的乒乓竞技精神，在互利合作与良性竞争中相互促进、彼此成就。

This year marks the 100th anniversary of the founding of the Communist Party of China as well as the first year in the implementation of the 14th Five-Year Plan. This year, we will also embark on a new journey toward fully building a modern socialist country. The people’s aspiration for a better life has always been the goal of our unremitting work. To build a community with a shared future for mankind together with all peoples, including the American people, is our constant pursuit. China is willing and ready to work with the US side in the Ping Pong spirit of mutual respect, friendship and win-win, with a view to helping each other to achieve greater success through mutually beneficial cooperation and healthy competition.

仲春渐暖，是处花开。华盛顿的樱花已经盛开，上海的白玉兰也早早绽放。多年来，上海一直走在中美地方和民间交往前列。50年前访华的美国乒乓球队曾在上海同中国队举行友谊赛，当时中国队中就有不少上海籍球员。这里还见证了中美“上海公报”的发表。我要在此感谢上海市有关方面为举办此次纪念活动所作的出色努力。希望上海继续为推进中美人文和地方交流、增进两国人民相互了解和友谊作出更大贡献。

It’s getting warmer in mid-spring with flowers blossoming everywhere. The cherry blossoms in Washington are in full bloom, and the white magnolias in Shanghai are also blooming. For many years, Shanghai has been at the forefront of sub-national and people-to-people interactions between China and the US. When the US table tennis team visited China 50 years ago, it played a friendly match in Shanghai with the Chinese team, quite some players of which were from the city. Shanghai also witnessed the issuance of the “Shanghai Communiqué”. I would like to pay tribute to my colleagues in Shanghai for their outstanding work in organizing this commemorative event. I hope that Shanghai will make even greater contributions to promoting people-to-people and sub-national exchanges between China and the United States and to enhancing mutual understanding and friendship between the two peoples.
