很高兴应邀出席东帝汶苏艾高速公路1期项目通车仪式，见证中东两国在基础设施建设合作领域结出的又一丰硕成果。在此，我谨代表中国驻东帝汶大使馆对项目竣工通车表示祝贺，向关心和支持高速公路建设的东社会各界特别是东政府部门、科瓦利马省政府、当地村民以及东方员工表示感谢。
It is my great pleasure to be invited to attend this inauguration ceremony and to witness another important achievement in infrastructure cooperation between China and Timor-Leste. On behalf of the Embassy of the People’s Republic of China in Timor-Leste, I would like to express my warm congratulations on the completion and opening of the Highway and extend my heartfelt thanks to all sectors of the Timor-Leste society that support and care about the highway construction, especially related line Ministries, Covalima District Government, the community villagers and local employees.
苏艾高速公路是东第一条高速公路，是东恢复独立以来最大的交通基础设施建设项目，也是中东两国互利共赢合作的又一例证。项目承建单位中海外-中铁一局联营体是著名的建筑施工企业，其母公司中国中铁股份有限公司是世界500强企业，也是中国乃至世界上最大的工程承包商之一。项目伊始，中海外-中铁一局联营通过参与东政府国际竞标与其他企业公平竞争并最终赢得了该项目，整个过程严格遵循国际竞标惯例，公平、公开、透明。我们很高兴看到，经过两年多的建设，项目现已顺利完工。该公司向东政府及时交付了一条现代化、高质量的高速公路。这充分证明，中国企业不仅在基础设施建设领域拥有先进的技术、丰富的经验和完善的管理，而且吃苦耐劳、诚实守信、讲求时效。这已得到了东政府、人民以及第三方包括外国专家、记者及他国外交官等的广泛认可。
As the first expressway ever built in Timor-Leste, this Suai-Fatucai Section Highway is the largest infrastructure construction project since Timor-Leste`s independence. It is also another example of win-win cooperation between China and Timor-Leste. The contractor, China Overseas Engineering Group Co., Ltd. in joint venture with China Railway First Group Co., Ltd (COVEC-CRFG), is a well-known construction company. Its parent company, China Railway Group Limited is the Fortune Global 500 company, one of the world`s largest engineering and construction corporation. At the very beginning, COVEC-CRFG ran for the international competitive bidding, offered by the Timor-Leste government on equal footing with other competitors and finally won this highway project. All procedures were in accordance with international biding practice and were fair, open and transparent. After more than two years` construction, we are happy to see that the project has been successfully completed. The company has handed over in time a modern, high-quality highway to the Timorese side. It proves that this company not only has strength on technology, experience and management, but also is hardworking, trustworthy and efficient, which are well recognized by the Timorese government and people, as well as third parties such as foreign experts, journalists and diplomats from other countries.
该公司还十分注重属地化经营，积极履行社会责任。项目施工期间，为高速公路沿线提供了2000多个就业岗位，当地员工占比始终约80%，并义务为当地修桥补路、修葺学校操场等，极大方便了当地村民生活。
The company also put great efforts on localization and social responsibility. During the construction period, over 2000 jobs were offered to local residents, accounting for about 80% of all the employees. The company on many occasions repaired local roads, bridges and school playgrounds for the villagers, thus facilitating their lives.
中国有句话叫“要想富，先修路”，我想这同样也适用于东帝汶。苏艾高速公路的竣工通车对东加强互联互通建设、促进南部发展将起到积极推动作用。我很高兴看到，两年多的高速公路建设为沿线带来了许多巨大的变化。道路越来越宽阔，就业越来越充分，当地员工不仅新购买了摩托车，而且盖起了许多新房子。另一个大的变化是，通过项目的实施，为东培养了大批熟练掌握先进技术的工人，这对促进东可持续发展将起到积极的推动作用。最重要的变化是，本地居民思想观念的改变。他们对外界充满了新鲜、好奇和期望，也更加开放、包容和趋向现代化。高速公路的通车为他们打开了一扇通向外界和未来的窗口。上述变化不仅是中东互利合作的积极成果也是两国传统友谊的充分体现。
As the Chinese saying goes，“if you want to get rich, build a road first”, which I think, also works in Timor-Leste. This Highway will surely strengthen infrastructure connectivity and promote the development of southern coast of Timor-Leste. I am very glad to see that the two years plus period has witnessed great changes in the regions along the constructed highway. The road has been widened, more jobs are offered to local people who bought new motorcycles and built more new houses. Another big change is that, by conducting the project, a great number of skilled workers with technical know-how have been cultivated, which will definitely facilitate the sustainable development of Timor-Leste. Most important of all, changes could also be seen in local people`s perception and mindset, which are more open, inclusive and modernization-oriented. The highway opens a window to the outside world for the local residents. They are feeling new, curious and full of anticipation for the future. The above mentioned tremendous changes are not only positive outcome of bilateral mutually beneficial cooperation but also the full demonstration of traditional friendship between our two countries.
中东友谊源远流长。东恢复独立伊始，两国即建立了外交关系。中国是第一个承认东独立的国家，也是第一个与东建立外交关系的国家。今年是两国建交16周年。16年来，两国关系全面快速发展，政治互信不断加深，基础设施建设、经贸、农业、教育和卫生等各领域的互利合作持续深化，为两国人民带来了实实在在的好处。
China and Timor-leste enjoy a long-standing and well-established friendship. China is the first to recoganize the independence of Timor-Leste and also the first to establish diplomatic relations with Timor-Leste. This year marks the 16th anniversary of the establishment of China-Timor-Leste diplomatic ties. Over the past 16 years, the bilateral relations have developed rapidly in an all-round manner. Political trust has been continuously deepened; mutually beneficial cooperation in areas such as infrastructure, economy, trade, agriculture, education, and health has been steadily strengthened, therefore, bringing concrete and tangible benefits to people of our two countries.
中东关系堪称国家无论大小和经济发展水平高低，平等相待、友好合作、互利共赢的典范。中国5年前提出“一带一路”倡议，已有越来越多的国家积极参与。去年5月，首届 “一带一路”国际合作高峰论坛期间，中东两国政府签署了“一带一路”合作谅解备忘录，标志着双方合作迈向一个新高度。东帝汶也早已制定出自己的2011年~2030年发展战略规划，近年来积极推动经济发展和民生改善。可以看到，两国双边合作潜力巨大、前景广阔。我相信，在两国共同努力下，中东经贸等各领域合作将不断加强，东帝汶国内民生将会得到大幅度改善，两国共建“一带一路”将取得新的进展。中方也愿在尊重东方意愿、平等相待、互利共赢的基础上，共同为东经济发展和民生改善贡献力量。
The China-Timor-Leste relations can serve as a model of equal treatment, friendly and win-win cooperation among all nations, irrespective of size and development level. 5 years ago, China proposed the Belt and Road Initiative that has attracted more and more active participants. In May last year, China and Timor-Leste signed the Memorandum of Understanding on Strengthening Cooperation under the Framework of the Belt and Road Initiative, which elevated the bilateral cooperation to a new high. Timor-Leste has long since formulated its Strategic Development Plan 2011-2030, and is now concentrating on developing its economy, and uplifting people`s well-being. It could be seen that the bilateral cooperation boasts great potentials and a prosperous future. I believe, with the joint efforts of our two sides, the cooperation in economy, trade and others areas will be constantly strengthened; the well-being of Timor-Leste people will be substantially improved, and new progress will be made in jointly building the Belt and Road. On the basis of respect for the will of Timor-Leste and in line with the principle of equal footing, mutual benefit and win-win cooperation, China is willing to work with all other countries to contribute to the economic development of Timor-Leste and the livelihood of its people.
