“疫苗护照”争论由来

原文：THE RACE to vaccinate against covid-19 is on. More than 50 countries have given more than 68m jabs. That is not much of a dent in the global population of more than 7bn, but it is enough to invigorate a debate about whether people who have been vaccinated should be permitted to move around more freely.

1. 注意介词搭配。……的竞赛，……的竞争，是the race to do sth。例如the race to secure global energy resources争夺全球能源资源的竞争。

2. 固定搭配：vaccinate against表示接种……疫苗。vaccinate against covid-19即接种新冠疫苗。如果是给多少人接种新冠疫苗，可以说vaccinate sb against covid-19，比如cnn报道上这句：

The Trump administration aimed to vaccinate 20 million Americans against Covid-19 by the end of 2020 but fell short of that goal even at the end of the term.

同义词是inoculate，这个也可以说inoculate sb/some animal against，如柯林斯词典例句：

His dogs were inoculated against rabies.

他的狗注射过狂犬疫苗。

3. 固定表达：sth be on表示……正在进行，……正在上演，……已经开始。举个例子：

一场争着和作家签约的比赛正在进行。

“正在进行”就可以用be on来表示，这句话可以写为：

 A race is on to sign up authors.

也可以写为A race to sign up authors is on.

4. 一词多义：jabs美[dʒæbz]，它可以表示“刺；戳；攻击；猛击”，在这里意思是“ 注射；接种”。注意动词搭配是give。给多少人接种了疫苗就可以说give +数字jabs。

疫苗注射还可以用dose这个词，表示“一剂”。来看英国天空新闻(Sky News)报道，这句话用了被动，数字+coronavirus vaccine doses have been given to +数字+people，它是这么说的：

More than 2.6 million coronavirus vaccine doses have been given to almost 2.3 million people, the health secretary has said.

再比如the sun报道中这句：

The UK has given more vaccine doses than the rest of Europe combined – with 2.6million jabs handed out.

这句话中more than ... combined意思是“比……总和还要多”，这个在经济学人精读：火遍全球！抖音海外版TikTok引发了争论| 外刊双语中就有见到，复习一下：

The app was downloaded more than 750m times in the past 12 months, more than Facebook plus its sister services, Instagram and WhatsApp, combined.

过去12个月，这款应用已累计下载超过7.5亿次，比Facebook、Instagram和WhatsApp这三款社交应用的总和还多。

5. 固定句型：dent表示凹陷，削弱，在今天这里表削弱。

That is not much of a dent in sth可以当作一个固定句型来记，意思是“对/相对……而言，……没有太大影响；不会对……产生多大影响”，有一个类似短语叫作not make much of a dent，如下图经济学人所示：

再比如“美国经济增长率将不足3%，还不足以对失业率产生太大影响”就可以说：

The United States will grow by less than three percent, not enough to make much of a dent in unemployment rates.

6. invigorate美[ɪnˈvɪɡəreɪt] a debate about：表示引发了争论，引发了关于……的讨论，使争论活跃起来。也可以说invigorate conversation about。

7. who have been vaccinated是定语从句，修饰people，people who have been vaccinated指已接种疫苗人士。

8. move around表示四处走动。move around freely这里指的是自由出行。

“疫苗护照”的现实要求

（企业）

原文：Some businesses will be completely hamstrung this year, without vaccination passports. These include cruise ships, airlines and restaurants.

高斋参考译文：如果没有“疫苗护照”，一些企业今年将完全陷入瘫痪，包括游轮公司、航空公司和一些餐馆。

1. hamstrung 美[ˈhæmstrʌŋ]，它是hamstring的过去分词形式，表示“使无能为力；使陷入瘫痪；使不能正常工作；受限；受挫”，举个金融时报上的例子：

美国和欧元区的形势有所不同：它们的财政部陷入了瘫痪。

The situation in the US and the eurozone is different: Treasuries are hamstrung. 

2. 专业说法：vaccination passports专业的说法是“疫苗接种护照”或“疫苗护照”。

如商务部网站：1月18日报道，欧洲理事会主席查尔斯·米歇尔在接受荷兰电视台采访时表示，在本周四举行的视频峰会上，欧盟领导人将讨论是否应该推行“疫苗接种护照”。也可以叫vaccine passports。

3. These指代第一句的some businesses。

4. cruise ships是固定表达，指游轮，大型游轮。

原文：Governments seem unlikely to refuse entry completely to people without vaccination passports, but they are likely to impose additional conditions, such as a recent negative covid test, and even quarantine in a hotel.

高斋参考译文：各国政府似乎不太可能完全拒绝没有“疫苗接种护照”的人入境，但他们可能会施加一些额外条件，例如最近提出的新冠检测阴性证明，甚至是在酒店隔离。

1. 固定表达：refuse entry to sb表示拒绝某人进入，如refuse entry to foreign experts，拒绝外国专家进入。其中entry在这里表示入境。

2. impose additional conditions表示施加额外条件。如果后面有sb或sth，介词是on，impose ... on是固定搭配；additional conditions指额外条件，附加条件。

3. 新冠检测阴性证明是a negative covid test，反过来，阳性是positive。

某人新冠检测阳性可以说sb has tested positive for the virus，注意介词搭配是for还可以说have a positive test result。

4. quarantine 美[ˈkwɔːrəntiːn]：这个见过很多次了，表示隔离。

政府面临的挑战

原文：Governments face more challenges. Prioritising who gets the vaccine first, ensuring it reaches everyone reasonably equitably and reassuring the vaccine-sceptical are all politically tricky—particularly if being vaccinated provides benefits, such as freedom of movement or more secure employment, that others do not get.

1. 第二句句子结构分析：Prioritising，ensuring和reassuring三个并列作主语，所以是are；

that others do not get是that引导的定语从句，修饰的是benefits，即provides benefits that others do not get；中间的such as表示举例，也是对benefits进行举例。

2. 句子改写：Prioritising是prioritise的现在分词形式，表示确定优先次序。Prioritising who gets the vaccine first也可以写为Prioritising who will be vaccinated first。

3. 熟词偏义：reach常见的有“到达；抵达；够得着；联系”等含义，在这里表示范围，具体含义根据语境确定。

reach sb可以表示某人可获得；某人可以接触到；某人可以听见；覆盖到某人，例如：

它具有覆盖每个在线用户的潜力。

英文可以说：

Potentially it could reach everyone who is online.

原文reaches everyone就相当于be accessible to everyone。如msn上这句：

The government is preparing for making the vaccine accessible to every Indian as soon as it is made available.

4. reasonably equitably中，reasonably是副词修饰equitably，表示“过得去地，适度地，尚可地”，不是“合理地”。举个例子：I'm a reasonably proficient driver. 我开车的技术还算不错。

5. the vaccine-sceptical是the+adj的用法，表示一类人，指疫苗怀疑论者，即拒绝接种或拒绝给孩子接种的人。-sceptical表示怀疑的，怀疑论的。

6. 固定表达：freedom of movement是固定表达，指行动自由。和最前面见到的move around freely意思相近。

7. 固定表达：secure employment表示稳定的工作。secure在这里是形容词，意思是“稳定的，可靠的”，

注意employment是不可数名词，但是job是可数名词，如一份稳定的工作还可以说a secure job；

secure也可以作动词，表示“（尤指通过努力）获得；取得”。

比较一下金融时报上的这两句话：

Like last year, China is expecting more than 7m university graduates to enter the workforce this year, and many will struggle to find secure employment.

像去年一样，中国今年预计有七百多万大学毕业生进入职场，许多人都在努力寻找一份稳定的工作。

Graduates of North American schools, predominantly looking for work in that region, found it hardest to secure employment within three months of graduation.

北美商学院的毕业生主要在北美地区寻找工作，他们发现毕业3个月内最难找到工作。

可能带来的问题

原文：Passports are also likely to create a generational divide, as most countries are vaccinating the old first. Many young people have had to restrict their lives a great deal in the past year, largely to protect the older generation. Those who cannot be vaccinated for health reasons, such the immunocompromised, may feel aggrieved at their relative confinement.

On this happy occasion as we celebrate New Year's Day, our thoughts turn all the more to our kith and kin, our old folks, our brothers and sisters, in Taiwan.

6. for ... reasons表示出于某方面原因，for health reasons意思就是“出于健康原因”。

7. immunocompromised英[ɪmjʊnəʊ'kəmprəmɪst]：adj. 免疫功能低下的；免疫功能受损的。

8. 翻译思维：their relative confinement字面意思是他们相对的隔离，但是这样翻译不通顺，可以翻译为动态的小句子：相比而言他们的生活更加封闭。

9. 固定表达：feel aggrieved意思是感到不平，感到委屈。At引出原因。

举个例子：

如果时间就是金钱的话，墨西哥的工人可能会感到委屈，因为他们不得不多工作两个小时才买到同样的DVD。

“感到委屈”就可以用今天这个feel aggrieved，整句话金融时报上是这样说的：

If time is also money, then workers in Mexico, who had to work an extra two hours to buy the same DVD, would probably feel aggrieved.
