Our Friendship Stands the Test of Time

The independence of Antigua and Barbuda is about to enter its thirty-sixth anniversary. It marks an extraordinary year in the course of the development of the twin-island country. The word “Independence” now appears even more precious to the country than before and should be doubly cherished by its people who have just survived the two ferocious hurricanes. In face of natural disasters, confidence is as valuable as gold. I believe, under the strong leadership of the government of Antigua and Barbuda, its brave and resilient people will emerge from these hardships to rebuild their homes at an early stage.
值此安巴独立36周年之际，我谨代表中国政府和人民以及中国大使馆向安巴政府和安巴人民致以最热烈的祝贺，向依然奋斗在灾后重建工作中的安巴兄弟致以诚挚的慰问和崇高的敬意！
On the occasion of the 36th Anniversary of Independence of Antigua and Barbuda,I,on behalf of the government and people of China as well as the Chinese Embassy, would like to extend my warmest congratulations to the government and people of Antigua and Barbuda, and my sincere condolences and high respect to the brothers and sisters remained struggling for the post-hurricane rebuilding work.
1983年，安巴成为在东加勒比地区首个与中国建交的国家，两国的友谊历经34年的风雨考验，逐渐发展成为国与国之间交往的典范。两国高层交往保持良好势头，政治互信不断深化，经济合作更加紧密，文化交流日益密切，民间往来不以山海为远。中安友谊历久弥坚，不断迈上新台阶，其根源可以概括为“情、义、信”三个字。
In 1983, Antigua and Barbuda was the first nation in the Eastern Caribbean establishing diplomatic relations with the People’s Republic of China. Over the past 34 years,our relationship has withstood rain and shine and set an example for state-to-state relations.High-level exchanges between the two countries maintained a good momentum,mutual political trust continued deepening,economic cooperation and cultural exchanges became closer and people to people understanding were not constrained by waters or mountains. Our friendship has stood the test of time and moved constantly to new heights. These achievements could be attributed to three key factors: Brotherhood, Righteousness and Faith.
艰难困苦中的守望相助，是对“情”的最佳诠释。今年9月，飓风“厄玛”重创巴布达，中国人民感同身受，李克强总理代表中国政府和人民第一时间致电慰问。越是困难的时候，我们越是坚定地和安巴人民站在一起。750万人民币抗灾物资、50万美元紧急人道主义援助、200万美元UNDP框架内专项支持，中国的捐赠源源不断流向安巴，汇聚成一股强大的友善之力。得知400多名多米尼克飓风受灾中国公民急需转移，安巴的国门无私地向中国敞开。上至安巴布朗总理下到普通民众，人人都关心中国朋友的安危;安巴海关、港口、机场、处处是周到的安排。最终，亿万中国人民在电视机前见证了中国同胞高喊“中安友谊万岁！”的口号顺利离安回家。中安两国在困难面前的互帮互助，让我们真金般的友谊更加熠熠生辉。微博@高斋翻硕 公众号:高斋翻译学堂
Offering timely help in hard times is the best interpretation of our special “brotherhood”. In September 2017, the island of Barbuda was decimated by Hurricane Irma. The Chinese people shared the sorrow and agony. Premier Li Keqiang sent a condolence message on behalf of the Chinese government and people,to Prime Minister Gaston Browne immediately after the Hurricane occurred. The greater the difficulties are,the more firmly we stand side by side. Disaster relief supplies worth RMB$7.5million,emergency humanitarian assistance of US$500,000,designated assistance under the UNDP framework valued at US$ 2 million etc. were China’s donations flowing to Antigua and Barbuda before or after the Hurricane, which formed a strong force of kindness. Learning that over 400 hurricane-affected Chinese nationals intending to transit from Dominica,Antigua and Barbuda opened its door and arms to them regardless of its own stress. From Prime Minister Browne down to the ordinary officers,everyone held great concern over their Chinese friends. From the customs,port authority to the airport,services and assistance were offered to the Chinese evacuees everywhere in the country. Millions of people in China witnessed by TV broadcasting their compatriots smoothly departing from Antigua and Barbuda for home chanting “Long live China-Antigua and Barbuda friendship!”. We came to each other’ s aid when in need,making our golden friendship shine more brightly.
国际舞台上的理解支持，是给“义”的最优注解。中国和安巴在一系列国际事务中相互尊重、密切配合，共同捍卫国际公平正义。安巴坚定奉行“一个中国”政策，坚决维护中国主权和领土完整。在联合国安理会改革上，中安两国的立场相近、目标一致，主张各国携手共建人类命运共同体；在气候变化领域，中国关心安巴处境，主动加强与以安巴为代表的小岛屿国家的务实合作，勇于承担国际义务和责任。中安两国对国际正义的坚定维护，赋予了我们坚强友谊崇高的道德感召力。
Mutual understanding and support in the international arena attaches greatest importance to the “righteousness”. Both countries have maintained close coordination and collaboration on major international issues and we always uphold justice and pursue fairness together. Antigua and Barbuda firmly adheres to the One-China policy and resolutely maintains China’s territorial integrity and sovereignty. On the reform of the UN Security Council,we share similar stance and have a same goal to call for other countries to jointly build a community with shared future for mankind. In tackling climate change, China is concerned about the situation faced by Antigua and Barbuda. So it took initiatives to increase pragmatic cooperation with small-island states represented by Antigua and Barbuda and shouldered China’s due international responsibility. Since the two countries always upheld international justice,we strengthened our lofty friendship and made others to follow suit.
双边交往里的坦诚相待，是对“信”的最好说明。中安坚持和平共处五项原则，奉行大小国家一律平等，尊重对方根据本国国情选择的政治制度和发展道路，充分考虑对方的感受和舒适度，走出了一条大、小国家谋合作、促发展的双赢之路。圣约翰深水港改扩建项目开工在即、格雷斯·格林社区中心进展迅速，中安经济合作再添新成果，为安巴经济社会发展、人民群众福祉带来了实实在在的好处。中安两国深化务实合作，牢筑了我们深厚友谊的坚实基础。
Regarding each other equally in bilateral relations best amplifies the essence of “faith”. Both nations follow the Five Principles of Peaceful Coexistence, adhere to the principle that all countries are equal regardless of size, respect the choices of way of development in line with its own national conditions,and accommodate each other 's feelings and concerns. We have embarked on a win-win path of cooperation and development among big and small countries. As the St. John’s deep water port is going to start its reconstruction and expansion soon and the Grays Green Community Center on the way to half completion, new achievements will be added to the economic cooperation between the two sides. They delivered tangible benefits to the social development and people’s well-being of Antigua and Barbuda. The deepening of our mutually beneficial cooperation has laid the solid foundation of our profound friendship.
讲真情、护正义、奉诚信，中安友谊之路越走越宽，中安友谊之果越来越甜。安巴独立36年的辉煌征程中，中安友好这条主线被历届政府贯穿始终，中安人民虽相隔万里，依旧心意相通。回望过去，30多年来的丰硕成果和宝贵经验将是两国关系继续前进的强大动力。明年，中安即将迎来建交35周年，站在新时代的起点，中方愿通过自身和平发展给安巴带来机遇，通过更频繁的交流和更广泛的合作使两国人民共享和平稳定、繁荣富裕，并与安方携手同行，共建人类命运共同体。微博@高斋翻硕 公众号:高斋翻译学堂
Valuing brotherhood, speaking up for righteousness and acting in good faith, China-Antigua and Barbuda friendship will grow from strength to strength and bear more sweeter fruits. In the glorious passage of the 36-year independence of Antigua and Barbuda, the thread running through your successive governments was the theme of friendship between our two countries.We are nevertheless separated by thousands of miles,our hearts and minds are interconnected. When looking back, we acknowledged that the rich fruits and valuable experience gained in the past 30 plus years are a strong driving force propelling us forward. Next year will be the 35th anniversary of the establishment of diplomatic relations between China and Antigua and Barbuda. Standing at the starting point of a new era, China is ready to bring opportunities to Antigua and Barbuda through its peaceful development and promote common stability and prosperity enjoyed by people of our two countries with more frequent exchanges and wider cooperation. And let’s work together to promote the building of a community with shared future for mankind.
