In this golden autumn, it is a great pleasure to meet friends from afar here in the ancient city Xi’an. Let me begin by expressing sincere gratitude to our guests at the seminar and our warm welcome to friends who have traveled all the way to China.
2013年的秋天，中国国家主席习近平先生在出访中亚、东南亚时，分别提出共建丝绸之路经济带、21世纪海上丝绸之路的重大倡议，引起国际社会和沿线国家的热烈反响，同时也激发了各有关方面探究参与的热情和兴趣。为了让大家更好地了解 “一带一路”倡议，更好地投身“一带一路”建设，2014年、2015年中国国务院新闻办公室分别在新疆乌鲁木齐、福建泉州举办了丝绸之路经济带国际研讨会、21世纪海上丝绸之路国际研讨会。这次把两个研讨会合二为一，目的是为大家提供一个交流研讨的更广阔平台。今天在这里，我见到了很多老朋友，又结识了很多新朋友，感到格外高兴。
In the autumn of 2013, Chinese President Xi Jinping proposed the collaborative building of the Silk Road Economic Belt and the 21st Century Maritime Silk Road when he visited Central Asia and Southeast Asia. This has been met with strong response from the international community and particularly from the countries along the Belt and Road. It has also triggered enthusiasm and interest among many countries to explore and participate in the initiative. In order to help people better understand the initiative and engage in the building of the Belt and Road, the State Council Information Office held international seminars at the Silk Road Economic Belt in Urumqi, northwest China’s Xinjiang Uygur Autonomous Region, in 2014, and at the 21st Century Maritime Silk Road in Quanzhou, southeast China’s Fujian Province, in 2015. This year, we put the two topics into one seminar, hoping to provide a wider platform for exchange and discussion. Here today, to my great pleasure, I have the chance to meet many old friends and also get to know many new ones.
此次论坛以“共同的记忆，共赢的发展”为主题，体现了我们对历史遗产的倍加珍视，对沿线各国共同发展的美好愿景，对世界和平发展的责任担当。来自35个国家的300多名嘉宾齐聚一堂，这是共商“一带一路”建设大计的一次盛会。我相信，通过深入研讨交流和跨界别的智慧碰撞，一定能够达成广泛共识，取得丰硕成果。微博@高斋翻硕 公众号:高斋翻译学堂
The theme of this seminar – Shared Memory, Common Development – embodies our efforts in treasuring historical legacy, our best wishes to the common prosperity of countries along the routes and acknowledgement of our responsibility to world peace and development. More than 300 guests from 35 countries are gathered here today. It is a great event for discussing the grand projects of the Belt and Road Initiative. I believe, through in-depth discussion and exchange of wisdom from all participants from various fields, we shall be able to reach a broad consensus and achieve a prosperous outcome.

秋天是收获的季节。我们高兴地看到，“一带一路”倡议提出3年来，沿线各国聚焦政策沟通、设施联通、贸易畅通、资金融通、民心相通，不断深化合作，已经取得了可喜的早期收获。越来越多的国家和国际组织参与“一带一路”建设，中国同30多个沿线国家签署了共建“一带一路”合作协议、同20多个国家开展国际产能合作，以亚投行、丝路基金为代表的金融合作不断深入，一批有影响的标志性项目逐步落地，文化、教育、科技、旅游、商务等民间往来日益密切。可以说，“一带一路”建设从无到有、由点及面，进度和成果超出预期。现在，我们对“一带一路”看得更清晰、信心更坚定。
Autumn is a season of harvest. We are happy to see that since the Belt and Road Initiative was proposed three years ago, the countries along the routes have carried out increasing cooperation in policy communication, facility, trade and asset connectivity and people-to-people exchanges. As a result, early harvest has been fruitful. A growing number of countries and international organizations have participated in the building of the Belt and Road. China has signed cooperative agreements with more than 30 countries and launched manufacturing and production capacity cooperation with more than 20 countries along the routes. The financial cooperation represented by the Asian Infrastructure Investment Bank and the Silk Road Fund is making steady headway. A number of landmark projects are being implemented. People-to-people interactions in the fields of culture, education, science and technology, tourism and commerce are increasing. We should note that outcomes, in terms of speed and scale of the Belt and Road Initiative, have been better than expected. Now, we have a clearer vision on the prospects of this initiative and are more confident in accomplishing it.
第一，我们对“一带一路”积累的共识越来越多。人们对任何一个新事物的认识，都会经历一个逐步深化的过程。中国提出“一带一路”倡议，旨在同沿线各国分享中国发展机遇，支持各国共同发展。现在，“一带一路”建设已经初步完成了规划布局，正在向落地生根、精耕细作、持久发展的阶段迈进。国际社会越来越认识到，“一带一路”倡议，顺应了世界和平与发展的时代要求，符合各国加快发展的内在愿望，有助于促进沿线经济建设和全球经济繁荣，有利于维护地区稳定和世界和平。这已经成为各方参与共建“一带一路”的强大动力。微博@高斋翻硕 公众号:高斋翻译学堂
First, we see a broadened consensus on the Belt and Road Initiative. There is always a process for one to understand a new concept. With the Belt and Road Initiative, China hopes to share development opportunities with countries along the routes and support the common prosperity of these countries. Currently, the Belt and Road has mostly completed the planning stage and is taking steps of concrete implementation and sustainable development. There is a wider consensus of the international community that the initiative answers the call of our times for peace and development and conforms to the aspiration of relevant countries to speed up development. It will help advance economic growth along the routes and boost global economic prosperity, helping to maintain regional stability and world peace. This has become the impetus for all parties to join in.
第二，我们越来越体会到丝路精神的弥足珍贵。古老的丝绸之路绵延万里、延续千年，镌刻着沿线各国人民风雨同舟、守望相助、休戚与共的不朽记忆，凝聚形成了“和平合作、开放包容、互学互鉴、互利共赢”的丝路精神。3年来，我们秉持丝路精神，使沿线各国人民心手相连，推进互联互通、促进互惠互利，激发出同心干、一起建的积极性主动性创造性。实践使我们深刻认识到，丝路精神已经成为沿线各国共同建设“一带一路”的鲜明指引，成为凝心聚力、携手合作的定海神针。继续推进“一带一路”建设，仍然需要坚持和大力弘扬丝路精神。
Second, we have become more appreciative of the Silk Road spirit. The ancient Silk Road covered thousands of miles and existed for centuries, leaving behind vivid memories of how people along the routes stood together through thick and thin. These memories symbolize the Silk Road spirit of peaceful cooperation, openness and inclusivity, mutual learning and mutual benefits. In the past three years, enlightened by this spirit, people have joined hands, given expression to their creativeness and enthusiasm, promoted connectivity and reciprocal collaboration. The Silk Road spirit has helped guide the building of the Belt and Road and encouraged cohesion among all parties involved. To further push the Belt and Roadproject forward, we need to stick to and carry on the Silk Road legacy.
第三，我们越来越感受到共建“一带一路”契合各方利益。作为共建“一带一路”的倡导者和推动者，中国坚持正确义利观，遵循平等、追求互利，进展和成就有目共睹，给沿线各国人民带来的好处实实在在。事实表明，“一带一路”是一个开放务实、互惠互利的合作倡议，统筹了中国与沿线国家具有差异性的利益关切，符合有关各方共同利益，承载着各国人民过上幸福生活的美好愿景，把中国梦同各国人民的美好梦想结合起来。沿线各国继续携手合作，加强发展战略对接，寻求发展“最大公约数”和各方利益契合点，可以把共同利益的蛋糕做得更大，更好地造福各国人民。
Third, it is increasingly visible that the Belt and Road Initiative serves the interests of all parties. As the proposer and promoter of the initiative, China insists on a more balanced approach to upholding principles and pursuing interests and calls for a cooperative principle of equality and mutual benefit. Through joint efforts, the project is well on its way to making remarkable achievements and delivering tangible benefits to the people along the routes. Facts show that the Belt and Road Initiative is open, pragmatic and mutually beneficial. It helps find common interest between China and countries along the routes, while addressing their specific needs. It bears the common aspirations of people in the region to live prosperously and combines the Chinese dream with the dreams of those along the routes. All relevant countries need to continue their collaboration of development strategies, seek the common denominator in cooperation and find the point of convergence for all parties. We should make the cake of common interests bigger and bring well-being to all along the Belt and Road.
第四，我们越来越看到合作共赢的广阔前景。共建“一带一路”，使沿线各国成为一个大家庭，利益交融、安危与共。“一带一路”建设的积极效应正在显现，沿线各国人民共建共享的美丽画卷正在徐徐展开，其广阔前景令人振奋。实践昭示我们，“一带一路”沿线国家虽然国情不同、发展阶段不同、面临的现实挑战不同，但推动经济增长的愿望相同，应对危机挑战的利益相同，实现共同发展的憧憬相同。只要秉持互利合作理念，把握历史契机，提高合作水平，拓展合作领域，就能实现双赢、多赢、共赢的目标。
Fourth, we see greater prospects for win-win cooperation. Building the Belt and Road brings all the countries involved into one big family with shared interests and a shared future. The initiative’s positive effects are becoming clearer and the benefits of collaboration along the routes more evident, presenting a picture of heartening prosperity based on joint efforts and shared interests. Experience says that although the countries along the routes have different national situations and development stages, and thus are faced with different challenges, they have a common aspiration for economic growth, a common interest in coping with risks and challenges and the same vision for common development. If we stick to mutual benefit and cooperation, expand scope, raise the levels of cooperation and seize the opportunities presented, we can realize the goal of benefiting all parties concerned.

The ancient Silk Road is a great treasure of history, and the Belt and Road Initiative is a Chinese solution of oriental wisdom designed to pursue common prosperity and development. Although China is the proponent and promoter, the Belt and Road development has a common cause for all parties. Building the Belt and Road is to establish a cooperation network of mutual benefit rather than create any sphere of influence. We encourage all flowers to bloom together, rather than doing a solo show; we advocate common development, not a zero-sum game. The Belt and Road are wide and open avenues, not private exclusive roads. China welcomes countries along the routes to actively participate and invites friends from the rest of the world to join this great project with open arms.
当前，“一带一路”建设开局良好，“一带”和“一路”已成比翼齐飞之势，我们应凝心聚力、乘势而上，从丝路精神中汲取养分，凝聚巩固发展共识，深入对接发展战略，从中发掘新的发展机遇，为彼此提供更多发展动能，加快向新的目标进发，携手打造绿色丝绸之路、健康丝绸之路、智力丝绸之路、和平丝绸之路。合作共赢是我们的共同目标，实现合作共赢需要大家共同努力。这里，我谈几点看法和建议，与大家分享。
The Belt and Road development has seen a good beginning, with encouraging progress along both the land road and maritime route. We should ride the tide and be more united while pushing for further development. Bearing the Silk Road spirit in mind, we need to consolidate common understanding, better coordinate development strategies and find new opportunities, so as to provide more growth momentum, speed up the march toward new goals and contribute to building the Belt and Road that is green, healthy, intelligent and peaceful. Win-win cooperation is our common goal, while making it come true requires our joint effort. To this end, I’d like to share with you my views and suggestions on the matter.
第一，坚持互尊互信，筑牢合作共赢基础。相互尊重是相互理解的基础，相互理解是相互信任的前提。无论是朋友相处还是国家交往，都要相互尊重、相互信任。各国体量有大小、国力有强弱、发展有先后，要充分尊重彼此自主选择社会制度和发展道路的权利，尊重各自推动经济社会发展、改善人民生活的探索和实践。沿线国家在重大核心利益问题上要相互支持、求同存异，充分考虑相关各方不同利益诉求，多一些理解、多一些信任，团结协作、同舟共济，真诚相待、友好相处，在自愿、平等、互利原则基础上携手共建“一带一路”。
First, we need to stick to the principle of mutual respect and trust, and reinforce the foundation for win-win cooperation. Mutual respect is the basis of mutual understanding, and mutual understanding is the premise of mutual trust. In conducting exchanges among friends or between countries, we should respect and trust each other. The world is diverse with countries differing from one another in terms of size, strength and development level. We should give full respect to the rights of all countries to choose their own social systems and development paths and to their exploration and practice in advancing economic growth and social development in order to improve the lives of their people. The countries along the routes need to support each other on issues of significant and core interest, and seek common ground while putting differences aside. More understanding, more trust, unity and collaboration, sincerity and friendliness are needed in the Belt and Road development. We should carry out cooperation on a voluntary basis and on the principle of equality and mutual benefit.
第二，坚持开放包容，把握合作共赢机遇。开放包容是古丝绸之路的历史性特征，是沿线各国发展繁荣的成功经验，也是今后实现更大发展的必由之路。“一带一路”建设秉持共商、共建、共享原则，共商可以聚智，共建在于参与，共享就是共赢，从而为沿线各国提供了一个开放包容的大平台，形成你中有我、我中有你的命运共同体。中国发展得益于国际社会，也愿意为全球发展做出贡献。在前不久闭幕的G20杭州峰会上，习近平主席郑重宣示，中国已经站在了适应经济发展新常态、转变经济发展方式的新起点，也是中国同世界互动、向世界深度开放的新起点。中国有信心、有能力保持经济中高速增长，继续在实现自身发展的同时为世界带来更多发展机遇。进一步推进“一带一路”建设，将形成更大范围、更高水平、更深层次的区域合作，共同打造开放、包容、均衡、普惠的合作框架，共同驱动沿线国家发展的列车，不断驶向更加光明的未来。微博@高斋翻硕 公众号:高斋翻译学堂
Second, we need to be open and inclusive and seize the opportunities for win-win cooperation. Openness and inclusiveness are the characteristics of the ancient Silk Road and the experiences of countries along the routes in pursuing development and prosperity, which is necessary to achieve greater success in the future. Through active consultations, participation and sharing outcomes, we can pool wisdom together and obtain beneficial results for all, which will provide an open and inclusive platform for all the countries involved and help form a community of a common future. China’s achievement is inseparable from the international community, and it’s willing to make its contribution to global development. At the recently concluded G20 Hangzhou Summit, President Xi Jinping said that China is at the starting point in adapting to a new normal economic development and adjusted growth model, which is also a new starting point to interact with the world and open up wider and deeper to the world. China is confident and capable of maintaining medium-high economic growth and realizing its own development while providing more opportunities to the world. Further development of the Belt and Road will form wider, deeper and higher-level regional cooperation and forge a framework for open, inclusive and balanced cooperation benefiting all parties. Countries along the routes should jointly drive the train of development and head for an even brighter future.
第三，坚持务实创新，激发合作共赢动力。共建“一带一路”，基础在于互联互通，动力在于务实创新。在当今世界充满风险挑战的大背景下，开展创新合作是畅通沿线各国经济血脉、打开经济增长之锁的钥匙，是共同应对风险挑战、实现可持续发展的时代要求。“一带一路”沿线国家要素禀赋各异，开展创新和务实合作的潜力巨大。今年初，中国出台了国民经济和社会发展第十三个五年规划纲要，强调要牢固树立创新、协调、绿色、开放、共享的发展理念，实施创新驱动发展战略，释放更强增长动力。只要抓住新一轮科技和产业革命蓄势待发的历史契机，构建互利合作网络，构建新型合作模式，构建多元合作平台，就能够更好地把各方面的潜能挖掘出来，把各方面的优势发挥出来，把沿线各国经济的互补性转化为发展的互助力，形成生机勃勃、群策群力的务实创新、互利合作大格局。微博@高斋翻硕 公众号:高斋翻译学堂
Third, we need to be pragmatic and innovative and stimulate the impetus for win-win cooperation. The foundation of the Belt and Road construction lies in interconnectivity, and the driving force comes from down-to-earth work and innovation. Against the backdrop of risks and challenges facing the world, cooperation in innovation is the key to boosting global economic recovery and answers the need of our time for coping with these issues and achieving sustainable development. The countries along the routes have different advantages in natural resources and human capital, providing huge potential for innovative and pragmatic cooperation.
In the beginning of this year, China released its 13th Five-Year Plan from 2016 to 2020 for its economic and social development, which highlighted the five principles of development to fulfill its goals: innovation, coordination, green development, opening up and sharing. An innovation-driven development strategy will be implemented and more growth momentum is expected to be unleashed. So long as we take the historic opportunity of the new round of technological and industrial revolution, establish a network for mutual benefit, work out new modes of cooperation and create a multiple cooperation platform, we will be able to give full play to the potential and advantages of related parties and turn the complementary in all economies into a booster of dynamic growth, practical innovation and mutually beneficial cooperation through joint efforts.
第四，坚持和平发展，守护合作共赢之路。古丝绸之路的发展历史证明，没有和平就没有发展，没有安全就没有繁荣。和衷共济、和合共生是中华民族的历史基因，也是东方文明的精髓。中国坚持走和平发展道路，不是权宜之计，而是战略选择和郑重承诺。中国坚持独立自主的和平外交政策，坚持践行正确义利观，坚持以和平方式、外交手段解决争端。中国人民愿意和沿线各国人民一道，共同维护人类良知和国际公理，使“一带一路”和平阳光永驻。微博@高斋翻硕 公众号:高斋翻译学堂
Fourth, we need to stick to peace and development to safeguard the path toward win-win cooperation. The evolution of the ancient Silk Road proves that there’s no development without peace and no prosperity without security. Solidarity and harmonious coexistence is the gene of the Chinese nation and is also the essence of the Eastern civilization. China persists in peaceful development, which is not a policy of expedience but a strategic choice. It is a solemn commitment to the world. China adheres to an independent and peaceful foreign policy and a more balanced approach to upholding principles and pursuing interests and seeks the peaceful settlement of disputes through diplomatic measures. The Chinese people are willing, together with people along the routes, to maintain a conscience of the humankind and safeguard international justice, so as to make the Belt and Road a route of sunshine and peace.

大家今天所在的西安，是中华文明的发祥地，也是古丝绸之路的起点。站在这里回望历史，“使者不绝于道，商旅不绝于途”，勾勒出一幅幅中华民族与沿线国家友好交往的壮阔画卷。会议期间，主办方组织大家参观了“大唐西市”，琳琅满目的古希腊、拜占庭、西罗马、古印度等国家的货币和商品，重现了千百年前全世界最大市场的繁荣景象。贯通亚欧的古丝绸之路架起了一座东西方友好往来、文明交流的重要桥梁，多种文明的绚丽花朵在互学互鉴中竞相绽放，为沿线国家留下了共同的历史记忆，成为古丝绸之路充满活力的不竭之源。
Today, we gather together here in Xi’an, a birthplace of Chinese civilization and also the starting point of the ancient Silk Road. Looking back at history, we can see in our minds the pictures of envoys and merchants of different countries bustling in the streets of this ancient capital and scenes of friendly interactions between the Chinese and people of other countries along the trade route. During this seminar, the organizers will invite our guests to visit the Tang West Market, where money coins and goods from ancient Greece, Byzantine, the Western Roman Empire and ancient India are shown, displaying the prosperity of the largest market in the world more than 1,000 years ago. The ancient Silk Road, connecting Asia and Europe, was an important bridge for friendly contact and civilization exchanges between the East and the West. The flowers of ancient civilizations have blossomed in the course of mutual learning and have become the collective memory of countries along the routes, which have been an inexhaustible source of energy for the dynamic development of the Silk Road.
今天，我们共建“一带一路”，既要实现道路互联，更要实现心灵相通。过去3年来，中国与沿线国家互办国家年、文化年、旅游年，举办博览会、艺术节、图书影视节展等，组织 “丝路作家看中国”和“中国作家看丝路”写作交流计划，积极开展沿线国家智库、媒体交流对话，建立长期稳定的合作关系，把合作共赢的理念和信息更好地传向彼此。积极开展文化公益事业合作，与吉尔吉斯斯坦、哈萨克斯坦联合开展的丝绸之路申遗项目，成功列入世界遗产名录。中国和乌兹别克斯坦的联合考古取得重要成果。实施“留学中国”计划，设立丝路教育基金，开展沿线国家急需人才培养合作，教育合作成为共建“一带一路”的重要助力。实践表明，加强人文交流合作，推动文明交流互鉴，能够更好地架起心灵沟通的桥梁，使沿线国家人民之间的友谊之树常青，汇聚共建“一带一路”的强大正能量。
Today, the building of the Belt and Road aims to realize the connectivity of roads, as well as people’s hearts. In the past three years, China and the countries involved have jointly held a variety of activities, such as a culture year, tourism year, expos, art festivals, book fairs and movie and TV product exhibitions. They have also launched writing exchange programs, inviting writers from China and other countries along the routes to exchange their work, and facilitated dialogues between think tanks and the media, in the hope of establishing long-term and stable cooperation and better conveying the ideas and information of win-win cooperation. Relevant countries have also carried out active cooperation in culture and programs of public good. The joint application between China, Kyrgyzstan and Kazakhstan to inscribe the portion of the Silk Road that passed through these countries to the World Heritage List was successful. The joint archaeological project between China and Uzbekistan also achieved a remarkable outcome. The Studying in China program has been launched and the Silk Road Education Fund has been set up. China and relevant countries have also strengthened cooperation in talent training and education, which has been an important promoter of Belt and Road development. Practice shows that enhanced people-to-people connection and mutual learning among different civilizations will draw people along the routes much closer together and further promote friendship between countries, and it will provide positive energy to the joint efforts for building the Belt and Road.
文明因多样而精彩，因交流而升华。我们要继续秉持经济合作与人文交流共同推进的理念，坚持多样共存、互鉴共进、合作共享，加强文化交流，倡导文化平等，保护文化遗产，推动文化创新，加强文化合作。中方愿意进一步扩大在教育、文化、新闻、体育、旅游、考古等各领域的交流合作，加强沿线国家人民的友好往来，增进各国人民之间相互了解和友谊。通过大家不懈的努力，夯实沿线各国路相通、心相连的民意基础，使各国人民在共建“一带一路”的进程中相逢相知相敬，让亚欧非大陆上不同文化、不同信仰的人们携起手来，打造沿线各国人民相互欣赏、相互理解和相互尊重的人文格局。微博@高斋翻硕 公众号:高斋翻译学堂
Diversity adds to the splendor of civilizations, and exchanges among them will facilitate their advancement. We should attach same importance to both economic cooperation and people-to-people exchange when pushing forward the Belt and Road Initiative. The diversity and peaceful coexistence of civilizations should be maintained through mutual learning, common development and cooperation with shared fruits. In strengthening cultural cooperation, we need to encourage exchange, support equality, protect heritage and value innovation. China will expand cooperation with other countries in all fields, including education, culture, journalism, sport, tourism and archaeology, in order to promote friendly interaction among people along the routes and boost mutual understanding. With the joint efforts of all parties, the foundation of connectivity between the roads and people’s hearts will be consolidated. It will help people from different continents with different cultures and beliefs to join forces in building the Belt and Road. During this process, we will bring forth a situation where people of all countries along the route get to know each other better, foster friendships that become more appreciative and respectful of one another.

The Belt and Road Initiative connects history with the future, China with the world. The development of the Belt and Road needs sincerity and resolution, and the vision of all parties as well. Relevant countries not only need to better coordinate their development strategies, plans, projects and actions, but also need to strengthen cooperation in brainstorming and media exchange. This seminar gathers politicians, think tank members, media leaders and entrepreneurs together. It includes one main forum and three topical discussions. It is going to be an occasion for wisdom, opinions and actions to connect.
