Happy Chinese New Year!

很高兴与大家欢聚一堂，共庆我国农历狗年新春。这是我第四次出席英国保守党伦敦金融城和西敏市协会新春晚宴，也是我今年参加的第17场春节庆祝活动。微博@高斋翻硕 公众号:高斋翻译学堂

It is a real pleasure to join you to celebrate the Chinese New Year.

This is the fourth time I attend the Chinese New Year Dinner held by the Cities of London and Westminster Conservative Association. It is also my 17th Chinese New Year party this year.

20天多来，从英格兰到威尔士、苏格兰、北爱尔兰，从首相府到议会大厦，从特拉法加广场到守护神剧院，英国各地都洋溢着春节的欢庆气氛。伊丽莎白二世女王和梅首相也向我国人民和在英华人发来新春祝福。春节这个我国传统节日，已经深深融入英国民众的生活，现已是英国丰富多元文化的一部分，也日益成为增进中英两国人民友好情谊的载体和东西方文明交融互鉴的平台。

For 20 days, people across Britain soaked up the festive atmosphere.

•      From England to Wales, Scotland and Northern Ireland, from No.10 Downing Street to the Palace of Westminster, and from Trafalgar Square to London Palladium, Chinese New Year parties brought joy to every corner of this country.

•      Her Majesty The Queen and Prime Minister May sent Chinese New Year greetings to the Chinese people and the ethnic Chinese community here in Britain.

•      This traditional Chinese festival has become part of the life of the British people and enriched the cultural diversity in the UK.

•      It also embodies the ever closer friendship between the people of our two countries.

And it is a platform for the mutual learning between the Eastern and Western civilizations.

西敏市是英国政治中心，金融城是英国经济金融中心，我们现在所处的我国城又是春节庆祝活动的中心。很高兴看到在上述三方面，中英关系都取得了积极进展：

Here tonight, our celebration is taking place at the centre of this country because

•      Westminster is the political centre of Britain,

•      City of London is its economic and financial centre,

•      and Chinatown is the centre of cross cultural fusion.

I am pleased to see that in all these three aspects, China-UK relations have made great progress.

在政治方面，两国关系确立了高定位。不久前，梅首相成功访华，两国领导人再次确认推进中英关系“黄金时代”的大方向、提升两国关系的战略性、务实性、全球性和包容性达成重要共识，为中英关系“黄金时代”下步发展确定了新目标，指明了新方向。微博@高斋翻硕 公众号:高斋翻译学堂

Politically, China-UK relations have been upgraded to a higher level.

Four weeks ago, Prime Minister May paid a successful visit to China. During the visit, the leaders of our two countries reaffirmed their commitment to building China-UK "Golden Era", and making our bilateral relationship more strategic, practical, global and inclusive.

This will be the guide for the China-UK "Golden Era" as we move forward.

在经贸和金融方面，两国合作实现了大发展。2017年中英贸易投资稳步增长，福克斯国际贸易大臣告诉我，去年英国对华出口增长了近35%，这个增幅比中方掌握的数字要大。但不论如何统计，我国都是英国增长最快的出口市场之一。梅首相访华期间，双方签订了约100亿英镑商业大单，这将为英国创造2600多个就业岗位；英国渣打银行获准承销熊猫债，我国浦发银行获准在英开设分行。双方“一带一路”合作不断深化，英方任命了“一带一路”特使，成立了专家理事会，宣布支持250亿英镑“一带一路”亚洲项目。

In the economic, trade and financial field, China-UK cooperation has grown by leaps and bounds.

•      Trade and mutual investment grew steadily in 2017. Secretary Fox told me that British export to China increased by nearly 35%. This figure is bigger than Chinese statistics. Although we may have different ways of calculating our trade, our conclusions are the same, that is, China is one of the fastest growing export markets for the UK.

•      During Prime Minister May's visit to China, £10 billion worth of business contracts were signed. This is expected to create over 2,600 jobs in Britain.

•      Standard Chartered received a lead underwriting license for Panda bonds.

•      The Agricultural Bank of China and Shanghai Pudong Development Bank got the official go-ahead to set up branches in Britain.

Our two countries also deepened our cooperation on the Belt and Road Initiative. The UK appointed a special envoy to the Initiative, set up the Expert Board, and pledged £25 billion in support of Belt and Road projects in Asia.

在人文方面，两国交流拓展了新维度。中英高级别人文交流机制第五次会议将社会和妇女议题纳入机制框架，两国教育、文化、科技、青年等领域合作亮点纷呈。目前，17万我国留学生在英就读。英国“我国热”持续升温，在英的29所孔子学院和148家孔子课堂注册学员超过16万，约600家英国中小学开设了中文课程。中英签署《科技创新合作战略》，开启了我国与其他国家科技合作的先河。梅首相访华期间，启动了“英语真棒”项目，掀起新一轮“英伦风”，我国网民亲切地称呼梅首相为“梅姨”。微博@高斋翻硕 公众号:高斋翻译学堂

In the area of culture, our exchanges have created new dimensions.

Social and women's issues were added to the agenda of the fifth China-UK High-Level People-to-People Dialogue. There were quite a number of highlights in education, culture, science, technology and youth exchanges.

Britain has been a popular destination for Chinese students seeking overseas education. As we speak, 170 thousand Chinese students are studying here in this country.

The Chinese culture also showed great appeal to the British people. Across the UK, there are 29 Confucius Institutes and 148 Confucius Classrooms, with a total of over 160 thousand registered students. In addition, Chinese language courses are offered in about 600 primary and secondary schools here in this country.

At the end of last year, China and the UK signed the China-UK Joint Strategy for Science, Technology and Innovation Cooperation. This is the very first such document between China and other countries in the field of science and technology.

During her recent visit to China, Prime Minister May launched the "English is GREAT" Campaign. This is expected to drive up Chinese enthusiasm for the British culture. Moreover, the Prime Minister herself is affectionately known as "Auntie May" in the Chinese social media.

女士们，先生们，

Ladies and gentlemen,

春节，既是盘点收获的季节，更是孕育希望的时节。展望未来一年，我对我国和英国在各自发展道路上砥砺前行充满信心，对中英关系“黄金时代”充满期待。具体来讲，我对新一年的中英关系有“三份期待”：

The Chinese New Year is a time to take stock of the fruits of the past year. It is also a time to cherish hopes for the new year.

Looking ahead as the new year begins, I am confident that China and the UK will continue to make progress in our respective development. And I have a great deal to expect for the China-UK "Golden Era".

Here are my three expectations for China-UK relations.

一是期待中英关系多一份战略互信。英国在发展对华关系方面一直“敢为人先”，走在西方大国的前列。英国现在是保守党执政，但正如我曾说，保守党在发展中英关系方面并不“保守”。中英建立外交关系、升格为大使级关系并开启两国关系“黄金时代”，都是在保守党执政时期实现的。正如习主席在会见梅首相时引用莎士比亚的名句：“凡是过去，皆为序章”。我们既要为中英关系的过去感到骄傲，更要为中英关系的未来展现担当。我们要加强战略沟通，尊重和照顾彼此核心利益和重大关切，尊重彼此社会制度和发展模式，加强治国理政经验交流，将中英关系打造成为大国之间相互尊重、平等互信的典范。微博@高斋翻硕 公众号:高斋翻译学堂

First, I expect greater strategic trust between our two countries.

The UK has been a pioneer among major Western countries in developing relations with China.

The UK is now led by the Conservative Party. Yet, as I said before, the Conservative Party has never been conservative in seeking closer ties with China. It was when the Conservatives were in government that Britain and China established diplomatic relationship, upgraded the relationship to the ambassadorial level and opened the China-UK "Golden Era".

President Xi cited Shakespeare when meeting with Prime Minister May, "What's past is prologue." Indeed, we are proud of what we have achieved in the past. Yet we need to shoulder the responsibility for what we want to accomplish in the future.

In my view, it is important that we

•      enhance strategic communications,

•      respect and accommodate each other's core interests and major concerns,

•      respect each other's social systems and development models,

•      and enhance the sharing of best governance practices.

Together, we can make China-UK relations an exemplar of major country relations, that is, a relationship that features mutual respect, equality and mutual trust.

二是期待中英合作多一份开放包容。今年是我国改革开放40年，我国将坚持开放发展战略不动摇。英国素来倡导开放合作，致力于打造“全球化英国”。我期待双方坚持开放包容互鉴的原则，深化“一带一路”合作，发挥引领作用，加强政策沟通、设施联通、贸易畅通和资金融通，实现优势互补和共同发展；广泛开展教育、文化、科学、卫生、青年、地方等各领域合作，深化人文交流和民心相通，使“我国梦”与“英国梦”相互助力、相映成辉。微博@高斋翻硕 公众号:高斋翻译学堂

Second, I expect more open and inclusive cooperation between our two countries.

China will celebrate the 40th anniversary of reform and opening up this year. It is China's firm resolve to implement the opening-up strategy.

The UK has long been a standard bearer of openness and cooperation. Your vision of a "global Britain" is a renewed commitment to this value.

I hope our two countries will continue to uphold the principles of inclusiveness and mutual learning. On the Belt and Road Initiative, China and the UK can enhance cooperation and take the lead in facilitating connectivity between countries in policy, infrastructure, trade and financing. These efforts will enable us to leverage our comparative strengths and achieve common development.

I also hope our two countries will carry out cooperation in a wide range of areas including education, culture, science, health, youth and sub-national exchanges. Such exchanges bring people together, build closer bond and enable a deeper appreciation of and mutual support for the Chinese Dream and the British Dream.

三是期待中英协作多一份全球贡献。面对复杂多变的国际形势，中英作为联合国安理会常任理事国和二十国集团重要成员，肩负着重要责任。我期待双方展现全球视野和大国担当，在推动经济全球化、反对保护主义、完善全球治理、应对气候变化等方面加强协调，在朝核、伊朗核、叙利亚等国际和地区热点问题上密切沟通，携手构建新型国际关系，共同推进构建人类命运共同体，更好造福两国和世界人民。

Third, I expect China and the UK to join hands to make more contribution to the world.

As permanent members of the UN Security Council and important members of G20, China and the UK shoulder important responsibilities in this complex and changing world.

Our two countries should adopt a global vision and assume our duties as major members of the international community.

•      We should enhance coordination on promoting economic globalization, opposing protectionism, improving global governance and tackling climate change.

•      And we should step up communications on international and regional hotspots such as the Korean Peninsula nuclear issue, the Iran nuclear issue and the situation in Syria.

I hope our two countries will join hands to build a new type of international relations. With our joint efforts, we can take other global partners along in building a community with a shared future for mankind. This is a grand endeavour. It will ultimately deliver more benefits to the people of our two countries and the world.

Tomorrow will be the Lantern Festival. This is the day for families to gather to watch lantern displays and welcome the spring.

A traditional Chinese couplet best describes the scene of this festival:

"A beautiful song brings back spring surging like the sea;

Lanterns light up a thousand homes making night bright as day."

Let us light up the lantern of wisdom and embrace a hopeful new year for China-UK "Golden Era"!
