First announced in 2013, the Belt and Road initiative is an essential part of China's domestic economic rebalancing, and of its outbound ambitions. The initiative entails ploughing billions of dollars into the hardware - railways, highways and ports — that links China and the dozens of countries to its west and south. The goal is to encourage more cross-border trade while putting excess capacities to work. The impact on the software of financing will also be significant: the vast amounts of money needed to meet Asia's infrastructure needs will inject fresh momentum into the region's capital markets.

“一带一路”倡议于2013年首次提出，是中国国内经济再平衡及其海外雄心（外媒文章。雄心or抱负）的重要组成部分。该倡议涉及投资数十亿美元，建设连接中国与中国以西、以南数十个国家的硬件设施（铁路、高速公路和港口），建设连接中国内地与中国以西、以南数十个国家的硬件设施（铁路、高速公路和港口）。其目的是促进跨境贸易，同时盘活中国过剩产能。此外，该倡议对融资有巨大的影响：满足亚洲基础设施建设所需的大量资金将为该地区的资本市场注入新动力。

第一句：

First announced in 2013, the Belt and Road initiative is an essential part of China's domestic economic rebalancing, and of its outbound ambitions.

“一带一路”倡议于2013年首次提出，是中国国内经济再平衡及其海外雄心的重要组成部分。

1. the Belt and Road initiative是整个句子的主语；First announced in 2013可以理解为主语的定语；

an essential part of China's domestic economic rebalancing和of its outbound ambitions并列，后一个省略了an essential part 。

2. Announce“宣布”，在这里和“倡议”搭配，一般翻译为“提出”。

announced也可以换为 unveiled/launched/proposed，例如：

China’s “Belt and Road Initiative” (BRI), first unveiled by President ... in 2013, is a long-term political economy strategy .

中国的“一带一路倡议”由……于2013首次公开提出，是一项长期的政治经济战略。

3. First announced in 2013原译文是“2013年首次宣布的“一带一路”倡议，是中国国内经济再平衡及其海外抱负的重要组成部分”；

但是我觉得“2013年首次宣布的 ‘一带一路’倡议”不太符合汉语喜句子的特点，所以可以翻译为先出主语，翻译为：

“一带一路”倡议于2013年首次提出，是中国国内经济再平衡及其海外雄心的重要组成部分。

4. the Belt and Road initiative “一带一路”倡议，一定记得是特指the，指国家倡议下建设的这条一带一路。

而且注意“一带一路”的翻译，是initiative倡议，不是strategy战略。

现在“一带一路”简写不是One Belt, One Road，而是the Belt and Road，不是one，而是the，特指中国提出的the Belt and Road initiative.

5. an essential part of “重要组成部分”，也可以换为 an important/integral part of，例如：

建设美丽中国是中国梦的重要内容。

Building a beautiful China is an important part of the Chinese Dream.

6. economic rebalancing “经济再平衡”，例如：

Like all transitions, economic rebalancing is easier to call for than to bring about.

与所有的转型一样，中国经济再平衡也是说着容易做到难。

7. outbound 向外的，出港的，离开某地的，例如outbound investment就是“海外投资”，outbound travel 就是“出境游”；

outbound ambitions含义是“中国对外发展的雄心或者抱负”，可以翻译为“海外抱负”、“海外雄心”，千万不要说“对外扩张的雄心”。

8. and of its outbound ambitions的完整结构是and is an essential part of its outbound ambitions，注意这里是指“中国的海外抱负”，所以要加its，its指的就是China's ；

这里面形容词比较多，但是domestic和outbound是对应的，如果去掉and of its，就是the Belt and Road initiative is an essential part of China's domestic economic rebalancing and outbound ambitions；

这里为了结构清晰，而且结构协调，加了and of its；当然，这里的China's domestic economic rebalancing, and of its outbound ambitions里面的逗号也可以不加，即of China's domestic economic rebalancing and of its outbound ambitions.

英语中为了结构清晰，重复介词的有很多，如经济学人例句：

In contrast, huge refinancing needs helped drive Greece into the arms of the Fund and of its euro-zone peers in May.

与此相反，巨大的再融资需求曾迫使希腊于五月求助于IMF及欧元区其他国家。

第二句：

The initiative entails ploughing billions of dollars into the hardware - railways, highways and ports - that links China and the dozens of countries to its west and south.

该倡议涉及投资数十亿美元，建设连接中国内地与中国以西、以南数十个国家的硬件设施（铁路、高速公路和港口）。

1. The initiative entails ploughing billions of dollars into the hardware是主干；railways, highways and ports 是对hardware的具体解释说明；

that links China and the dozens of countries to its west and south是hardware的定语从句。

2. Entail牵涉；需要；使必要，原文中的entails取义“涉及”。

3. Plough原意是“耕地”，和钱搭配意思是“投入了多少资金”。

第三句：

The goal is to encourage more cross-border trade while putting excess capacities to work.

其目的是促进跨境贸易，同时盘活中国过剩产能。

1. The goal is to encourage more cross-border trade是主干；while putting excess capacities to work是伴随状语。

2. cross-border trade “跨境贸易”。

3. put excess capacities to work直译的话就是“让多余的的产能起作用”，也就是报告里面常说的“盘活过剩产能”，“产能过剩”也可以用overcapacity；

第四句：

The impact>此外，该倡议对软件设施融资有巨大的影响：满足亚洲基础设施建设所需的大量资金将为该地区的资本市场注入新动力。

1. 冒号之后的部分是对冒号之前的解释说明；needed to meet Asia's infrastructure needs是money的后置定语。

2. the vast amounts of money “大量资金”，也可以说huge sums of money。

3. Momentum指的是“动力”，“新动力”也可以说impetus/vigor。
