Live Streaming Platforms 网络直播平台
湖北省标准化学会和武汉市软件行业协会28日在武汉联合发布了《网络直播平台管理规范》以及《网络直播主播管理规范》。这是我国正式出台的首批网络直播团体标准。
Hubei province has issued China's first standard for livestreaming platforms and hosts in a move that aims to weed out misbehaving hosts and impose strict surveillance measures on livestreaming companies.
湖北省发布了我国首批直播平台及主播规范，旨在清除行为不端的主播，对直播企业实行严格监管。
The standards include requirements on content, account supervision, platform inspection and how hosts should dress.
规范涉及直播内容、账号监管、平台监督以及主播衣着等方面。
《网络直播主播管理规范》要求，女主播服装不应过透过露（revealing clothes），不能穿着情趣制服（sexy uniforms）、情趣内衣（sexy lingerie）、透视装（see-through clothes）、肉色紧身衣（flesh-colored tights）等；未成年人单独出镜直播，须提供监护人身份证和户口本，以及由监护人签署的申请书等（minors will only be allowed to take part in a broadcast if a guardian signs an application and provides details of their identity card and household registration）。
同时，《网络直播平台管理规范》重点明确了用户举报，要求直播平台设置便捷醒目的用户举报通道，确保24小时畅通（24-hour reporting channel）；对于网友举报的违规账号，直播平台应在接到举报后90秒内，对其进行强制禁言、封号（block its livestream for a period of time or terminate the account）等处理。
这批网络直播团体标准经武汉斗鱼网络科技有限公司提出，湖北省标准化学会、武汉市软件行业协会联合组织了武汉大学、华中科技大学、湖北省标准化与质量研究院、武汉市新媒体行业协会以及斗鱼直播等5家互联网企业的专家共同编制，28日在全部团体标准信息平台上发布，并于1月29日正式实施。
网络直播平台（live streaming platforms）已经成为大众生活不可或缺的一部分。无论是用户数量的迅猛增长、资本的争相涌入，还是各大直播平台的相继入场，都预示着直播经济（livestreaming economy）的到来。

The Foreign Currency Red Packet 外币红包
临近过年，外币红包也火了！
国家外管局批准的首家互联网外币兑换平台携程近日推出了“万元外币红包”——“万福包”。
The foreign currency red packet, which made its debut in January, is priced at 128 yuan each.
外币红包今年1月面世，每个售价128元。
The red packet comprises 50 notes in 26 foreign currencies, and every note is sealed in a plastic cover with information related to its country of origin. More information can be obtained by scanning the QR code on the cover.
红包内含26国币种，50张票面，每一个币种都使用了定制塑封袋，并额外标注该币种对应的国家信息，消费者还可以通过扫二维码，了解这些外币的更多信息。
此外，工商银行也推出了外币红包。
Industrial and Commercial Bank of China has also rolled out the foreign currency red packets this year, which is priced at 598 yuan per set. Most of the notes are less seen, coming from countries like Cambodia or Zimbabwe.
工商银行今年也推出了外币红包，每套售价598元，里面装的都是不太常见的币种，比如柬埔寨或津巴布韦的货币。
外币红包虽火，但是在选购的时候，用户要注意以下几点：
第一，了解商家是否具备兑换和经营外汇的资格（the product provider is qualified to grant such foreign currency products），是否是国家外汇管理局批准从事外汇兑换的银行或指定外汇兑换点（designated unit for foreign exchange）。
第二，了解外币红包中的外币是否支持真伪鉴别（verify currency authenticity），保证全部真币。小心买到假钞，没有防伪标志码，甚至是印刷品。
第三，了解商家是否有当面验收货（examine the currency in person）、不满意无损退（get full refund if the product is intact）的保障，保证自身权益。

Travel Accident Insurance 旅游意外险
随着人们观念的转变和收入的增加，不少人选择在旅途中度过春节假期。然而旅途中风险难测，在境外遇到意外情况更是让游客可能面临巨额费用，出游前购买旅游保险成了很多人的标配。
In 2018, the number of Chinese travelers who bought travel accident insurance for outbound trips jumped nearly 20 percent year-on-year, according to a report by Ctrip.com International Ltd.
根据携程发布的报告，2018年，中国出境游客购买旅游意外险的比例比去年增加了近20%。
In terms of payouts, 46 percent of money went to compensating travel schedule changes, 35 percent was for travel delays, and 15 percent for medical care costs, said Ctrip.
从理赔金额看，最多的是旅程变更，占比46%；其次是旅程延误，占比35%；医疗占比15%。
据统计，在医疗理赔案件（medical claims）中，摔伤（trips and falls）占比最高，其次是感冒发烧、急性肠胃炎和动物咬伤抓伤。意外摔伤案件中，超过一半是中老年人（middle-aged and senior people）。
报告发现，境外游（overseas trips）风险整体大于境内游（domestic trips），尤其是一些长线旅行目的地（long-distance overseas destinations）（如美国、加拿大、新西兰等国）以及海岛国家（tropical islands）。
海岛目的地是很多游客向往的度假胜地（dream island holiday），快艇颠簸导致腰伤骨折（yachting mishaps）、浮潜或游泳溺水等都屡见不鲜。
被偷被抢（robbery cases）等财产损失也是旅游者的一大风险，欧洲案发率最高，从携程旅游客户和报案理赔看，欧洲占国内外此类案件的20%。

Ecomigration/Ecological Migration 生态移民
保护三江源是党中央确定的大政策，生态移民是落实这项政策的重要措施，一定要组织实施好。

生态移民(ecomigration/ecological migration),也称为环境移民(environmental migration),指原来居住在自然保护区（natural reserve）、生态环境严重破坏地区（regions suffering from serious environmental degradation）、生态脆弱区（regions that are ecologically vulnerable）以及自然环境条件恶劣、基本不具备人类生存条件的地区（regions that are unfit for human habitation）的人口， 搬离原来的居住地，在另外的地方定居并重建家园（settle down elsewhere）的人口迁移。
按主导对象分类，生态移民可分为自发性生态移民（voluntary ecomigration）与政府主导生态移民（government-guided ecomigration）。
自发生态移民是指由于生态环境恶化造成生产、生活困难而不得不离开原居住地到外地谋生的一种迁移活动以及迁移人口（people are forced to leave their original habitat because of environmental degradation and poverty）。
政府主导生态移民是指政府有组织地把生态恶化地区或自然保护区的人口迁移出来, 以恢复和保护生态环境（restore and protect environment）为主要目的, 同时兼顾扶贫（poverty reduction）和提高经济收入（improve income）的迁移活动以及迁移出来的人口。
长江三峡工程库区生态移民以及三江源藏乡生态移民均为政府主导生态移民。
2017年，三江源藏乡生态移民组成的长江源村人均年纯收入（annual per capita income）达22828元，实现脱贫摘帽（lifted out of poverty），搬迁牧民生活得到充分保障。三江源生态保护和建设一期工程实施10年下来，三江源各类草地产草量（grass yield）提高30%，水资源量（water resource quantity）增加近80亿立方米，相当于560个西湖。

Credit Records 信用记录
为了鼓励和引导不良信息主体主动改正违法失信行为，消除社会不良影响，浙江省发展改革委近日出台《浙江省公共信用修复管理暂行办法》。
The Development and Reform Commission of Zhejiang province recently issued a regulation that stipulates the conditions and procedures for individuals and organizations hoping to repair their bad credit records.
浙江省发展改革委近日出台了个人和组织修复不良信用记录的条件和程序。
信用记录（credit records）与我们生活中的各种行为相关，信用卡以及银行贷款是否按时还款、水电燃气等生活费用是否按时缴纳、乘坐飞机火车出行是否有违规行为等都可能影响到我们的信用记录，良好的信用记录（good credit records）可能会让我们享受到一些优惠和便利，而不良信用记录（bad credit records）则可能让我们寸步难行。
所以，信用修复（repair bad credit records/credit repair）就是让有不良信用记录的单位和个人有机会纠正失信行为，并最终消除失信记录（eliminate bad credit records）。
《办法》指出，信用修复原则上需要满足三个条件：
行政处理决定和司法裁判等明确的法定责任和义务履行完毕（completely fulfill the administrative decision or judicial judgment they have been given），社会不良影响基本消除（eliminate their bad social influence）；
各省级公共信用信息提供单位可结合本行业实际制定不良信息修复期限（the time limit for repairing a credit record），但原则上自不良信息认定之日起修复期限应满1年及以上；
自不良信息认定之日起至申请信用修复期间未产生新的记入信用档案的同类不良信息（have no new bad credit recorded）。
根据《办法》的规定，不良信息主体（individuals and organizations with bad credit records）向作出不良信息认定的公共信用信息提供单位提出信用修复申请。不良信息修复后，不再作为负面信息使用（the negative information will be eliminated from credit report after repairing）。
《社会信用体系建设规划纲要（2014—2020年）》指出，社会信用体系（social credit system）是社会主义市场经济体制和社会治理体制的重要组成部分（an important component of the Socialist market economy system and the social governance system）。它以法律、法规、标准和契约为依据（founded on laws, regulations, standards and charters），以健全覆盖社会成员的信用记录和信用基础设施网络为基础（based on a complete network covering the credit records of members of society and credit infrastructure），以信用信息合规应用和信用服务体系为支撑（supported by the lawful application of credit information and a credit services system）的诚信意识和信用水平。

Internet Plus Nursing Services 互联网+护理服务
近日，国家卫生健康委员会发布《“互联网+护理服务”试点工作方案》，确定在北京市、天津市、上海市、江苏省、浙江省、广东省6省市进行“互联网+护理服务”试点，试点时间为2019年2月至12月。
According to the announcement, Internet Plus nursing services will be an online system that will enable discharged patients and elderly or disabled people to call registered nurses to visit them at home and provide nursing services.
方案指出，“互联网+护理服务”是供康复期患者或失能老人联系注册护士上门提供护理服务的一个在线平台。
服务对象是谁？
方案提到，“互联网+护理服务（Internet Plus nursing services）”重点对高龄或失能老年人（elderly or disabled people）、康复期患者（convalescents）和终末期患者（terminally ill patients）等行动不便的人群，提供慢病管理（chronic care management）、康复护理（rehabilitation nursing）、专项护理（specific care）、健康教育（health education）、安宁疗护（hospice care）等方面的护理服务。
“互联网+护理服务”的护士需具备什么条件？
方案明确，派出的注册护士应当至少具备五年以上临床护理工作经验（registered nurses sent by pilot medical institutions should have at least five years of clinical nursing service experience）和护师（nurse practitioner）以上技术职称，能够在全国护士电子注册系统中查询。
安全保障措施
方案提出，试点医疗机构或互联网信息技术平台应当按照协议要求，为护士提供手机APP定位追踪系统，配置护理工作记录仪（nursing work recorder），使服务行为全程留痕可追溯（traceable），配备一键报警装置（one-click alarm device），购买责任险、医疗意外险和人身意外险等。要建立医疗纠纷和风险防范机制（medical dispute and risk prevention mechanism），制订应急处置预案。同时，畅通投诉、评议渠道，接受社会监督（open to public supervision），维护群众健康权益。
去年，不少地区就已经出现“共享护士（nurse sharing）”服务，操作方式与其他共享类服务app相似，也是线上预约（making appointment online），线下服务（offering service offline），提供上门打针输液（injection and IV）、静脉采血（blood draw）、外科伤口换药（wound dressing change）、灌肠（coloclysis）、吸痰导尿（aspiration of sputum and urethral catheterization）、鼻饲（nasal feeding）护理及指导等10多项服务。
不过，业内人士表示，护士上门的行业标准缺乏、风险规避制度尚无，对护士以及病人而言，都没有保障。行业准入标准和法律监管亟待跟进，保障新医疗模式健康发展。
国家卫健委开展“互联网+护理服务”试点工作，将在总结试点经验的基础上，加快完善相关政策。
