很高兴出席今天的中非农业合作与发展峰会。此次峰会由中国农业电影电视中心和环球广域传媒集团共同举办。中国农业电影电视中心是中国最有影响力的农业领域传媒，他们主办的CCTV7农业频道遍布全中国千家万户。而环球广域传媒集团在非洲发展迅速，已成为在非华人间广泛传播信息的重要媒体。我相信，由他们两家共同举办的此次峰会将在推动中赞两国农业合作，帮助赞比亚农业发展方面发挥重要作用！微博@高斋翻硕 公众号:高斋翻译学堂
I’m very pleased to be here today for the China African Agriculture Cooperation and Development Summit, jointly hosted by China Agriculture Film and Television Center and Global Max Media Group. China Agriculture Film and Television Center is the most influential media in the field of agriculture in China，and its affiliated agricultural television channel CCTV7 covers millions of households throughout the country. The Global Max Media Group, on the other hand, with its rapid development in Africa, has become an important media spreading information among Chinese nationals living in Africa. I believe that, this summit held by the two media organizations, will play an important role in pushing forward the agricultural cooperation between China and Zambia, as well as in improving the development of the agricultural sector of Zambia.
众所周知，赞比亚土地肥沃，可耕地面积4320万公顷，人均耕地达3.23公顷，是中国的35倍。日照充足，年平均日照时数达2500小时以上。水资源丰富，拥有南部非洲25%地表水储量和45%的地下水资源。昼夜温差大，热带高原气候适合多种农作物生产。赞比亚拥有适合农业发展的优越自然条件，而中国拥有资金以及先进的农业技术和经验，两国在农业领域合作上的互补性很强。
As we all know, Zambia has a fertile arable land of 43.2 million hectares, with 3.23 hectares per person, which is 35 times as many as that in China. Sunlight is so abundant in Zambia that the average duration of sunlight per year exceeds 2,500 hours. Zambia is also rich in water resources, possessing 25% of the surface water and 45% of the underground water in Southern Africa. And furthermore there is sharp contrastin temperature between day and night in Zambia, which is suitable for the growth of various kinds of crops. In a word, Zambia is endowed with favourable natural conditions for the development of agriculture. On the other hand, China has a cutting edge in capital, technology and experience. That means the two countries are highly complementary for agricultural cooperation.

As all-weather friends, China and Zambia have maintained long-term mutual beneficial cooperation in various fields, and this is no exception in agriculture. As the key developing sector for both China and Zambia, the two countries have made the following great achievements in agricultural cooperation under the framework of the Forum of China-Africa Cooperation (FOCAC) in recent years.
一是农业技术合作。中国政府援建的中赞农业技术示范中心是中国在非洲国家援建的首批农业技术示范中心之一。该中心于2012年正式启用，通过中国派遣农业专家授课，至今已为赞培训了数以千计的农业技术人员，并与赞比亚大学等科研机构合作，在农业研究和教育方面开展了卓有成效的合作。此外，中方目前正与赞方积极探讨推进“中非农业科研机构10+10合作”项目。
The first is the agricultural technical cooperation. The China-Aid China-Zambia agricultural technical demonstration center, which is one of the first 14 agricultural technical demonstration centers that China has set up in Africa, was launched in 2012. Since then, over 1,000 Zambian agricultural technicians have been trained in the center by experts from China. The center has also carried out fruitful cooperation with Zambian institutes such as UNZA, in agricultural research and education. Moreover, currently the Chinese side is discussing with the Zambian side to implement the “10+10” cooperation project between Chinese and African agricultural research institutes.
二是农业基础设施项目。中国政府提供优惠贷款，帮助赞建立了9个大型粮仓，缓解了赞粮食仓储不足的问题。中国援助赞的两期打井项目，共将为赞农村偏远地区打超过1000口井，目前已经完成了超过700口，为数以万计的赞农民解决了喝水问题。另外，中国政府援助的3个大型玉米粉加工厂项目目前已经完成了前期考察，即将进入建设阶段。
The second is the agricultural infrastructure projects. The Chinese government provided concessional loan and assisted the Zambian government in building 9 large-scale silos, which alleviated the shortage of the storage capacity for the agricultural products in Zambia. The China-aid borehole project has entered into the second phase, with an aggregate total of over 1,000 boreholes for Zambian rural areas. So far over 700 boreholes have already been completed and used to provide clean water to tens of thousands of Zambian rural population. Furthermore, the investigation of the 3 China-aid large-scale milling plants has been completed and the actual construction will start soon.
三是人力资源培训。目前，中国每年向赞提供近百个农业领域官员和技术人员培训机会，是面向赞各行业中培训人数最多的，涉及农作物种植、病虫害防治、农产品加工、畜牧养殖等各农业领域。至今已有超过500人通过此项目前往中国接受培训。
The third is the human resource training. The Chinese government currently provides about 100 training opportunities to the agricultural sector of Zambia every year, which is the largest number among all sectors, covering crop planting, pest disease prevention and control, agricultural product processing and livestock breeding. Over 500 Zambian participants so far have received training in China through this program.
四是农业领域投资。目前有20多家中国投资农场在赞经营，种植面积超过1万公顷。此外，中非棉业公司在东方省Chipata地区投资开展棉花种植，并在当地建立起农业产业园，该园目前已被列为中国首批境外农产品加工园区。吉林海外农业投资公司在卢萨卡东多功能经济区投资经营了食用菌养殖厂，并在卢萨卡市内建起了农贸市场。此外，中国中铁七局也计划在北方省Kalungwishi地区建设农业产业园。微博@高斋翻硕 公众号:高斋翻译学堂
The fourth is the investment in the agricultural sector. More than 20 farms invested by Chinese nationals or companies are now operating in Zambia, with a total cultivated land of over 10 thousand hectares. The China-Africa Cotton Development Limited leads in the development of cotton growing in the Eastern Province, and has created an agricultural industrial park close to Chipata, which has been recognized as one of the first batch of overseas agricultural product processing zones by the Chinese government. The Jihai Agricultural Investment Group runs a mushroom plant in the Lusaka East multi-function Economic Zone, and has opened a market trading agricultural products in Lusaka. And the China Railway Seventh Group plans to open an agricultural industrial park in Kalungwishi, Northern Province.
可以说，如果此前中赞两国在农业领域的合作是摸索试验期，那么目前这种合作已步入了高速发展期。在2015年底举行的中非合作论坛约翰内斯堡峰会上，习近平主席提出了“中非合作十大计划”，而农业现代化合作是其中最重要的部分之一。中方将鼓励中国企业在非洲投资大型农场、养殖场、农产品仓储和加工等领域，帮助非洲100个农村地区改善生活基础条件，向非洲派遣30个农业专家组，并与非洲10所科研机构开展“中非农业10+10合作”项目。我相信，在中赞两国的共同努力下，在中非合作论坛的推动下，中赞农业领域必将取得更广泛、更深入的合作！
Ladies and gentlemen,
If the agricultural cooperation between China and Zambia was in its exploratory stage in the precious years, it has now entered into a fast development period. At the FOCAC Johannesburg Summit held at the end of 2015, Chinese president H.E. Mr. Xi Jinping announced the Ten China-Africa Cooperation Plans, among which the China-Africa agricultural modernization plan is one of the most important components. China will continue to encourage Chinese enterprises to invest in large-scale farming, animal husbandry, grain storage and processing in Africa. China is also committed to carry out agricultural development projects in 100 African villages to raise rural living standards, send 30 teams of agricultural experts to Africa, and implement the “10+10” cooperation project between Chinese and African agricultural research institutes.
I believe that, with the joint efforts of China and Zambia, the agricultural cooperation between our two countries will yield more extensive and fruitful results.

The entrepreneurs present today, as you can see, there is great potential in the development of agriculture, and vast space for your investment in the agricultural sector in Zambia. It is my hope that you will seize the opportunity of the moment to exploit the Zambian market, to develop the mutually beneficial cooperation with the Zambian side to improve the internationalization and diversification of your enterprises, and at the same time, to push forward the development of the Zambian agricultural sector, to improve the livelihood of the rural areas of Zambia, and to make greater achievements in the China-Zambia cooperation in the agriculture field.
